Things are beginning to heat up as we edge closer to COP28 - the next major global climate negotiations, to be held this November. 

Among on-going negotiations, the “Loss and Damage Fund” (established last year, after a decade long struggle by developing countries) is facing challenges, due to difference of opinion between developed and developing countries.

The fund is essential for ensuring new, additional and predictable finance for communities most affected by rapid onset impacts of climate change, such as tropical cyclones, and slow onset impacts, such as sea level rise.

Note: 

The current sources of climate finance are mostly loan based, which increases the debt burden of developing countries that are already facing development challenges.

COP28 President (from UAE) Stresses On Fossil Fuel "Phase-Down"

Sultan Ahmed al-Jaber, the president of COP28 and CEO of the UAE's State Oil company, has asserted that 'phase-down' of fossil fuels is inevitable. This marks a shift from his previous emphasis on reducing fossil fuel emissions rather than cutting their use, which found a lot of criticism.

Discussions on making the Loss and Damage Fund (LDF) operational at COP28 are facing challenges at the on-going Bonn Conference due to differing views between developed and developing countries - around scope and scale of the fund; and how these are to be delivered to those in need.

El Niño Has Begun. Predicted to Make 2024 the Hottest Year.

Scientists have confirmed the onset of El Niño (a natural weather event in its hot phase) - likely to peak by the end of this year. There are concerns that this event could push global temperatures beyond the critical 1.5°C warming threshold. It will also affect weather patterns worldwide, potentially leading to weakening of India's monsoon, among others.
